美中西學術研討會年會籌備委員會在數月密集運作後, 日前確定立法委員蔡英文博士已正式接受學聯會的邀請, 將在今年十月十五日舉行的年會的晚宴中擔任主講人。
今年年會仍將在雙樹旅館舉行。
民進黨籍的蔡英文博士現任台灣不分區的立法委員, 但是她所最受人矚目的, 卻是擔任大陸委員會主任委員時的政治表現。 蔡英文以思考綿密與態度冷靜著稱,
在眾聲喧嘩的台灣政壇, 獨樹一格。 2004年大選前夕, 她與另一出名女政治家陳文茜對公投的辯論, 備受民眾注意, 兩人風格與形象的強烈對比,
更成為媒體廣泛報導的熱門話題。 蔡女士以深入的政治專業知識及出眾的談判能力, 多次代表台灣參予 GATT, APEC 以及
WTO 等各項重要的國際參商會議, 在台灣及世界各地的政經界, 均享有極高的聲望。 最難能可貴的是, 在現今政治政黨化的政治氛圍中,
她所受到的敬重與認可卻常是跨越黨派的。 蔡英文在都市及中上階層的選民中深具選票潛力, 也是民進黨內最有號召力的年輕政治家之一。
最近更有流言傳出, 她有可能代表民進黨角逐下屆台北市市長, 或可能是 2008年副總統的人選。這都顯示著蔡博士在目前台灣政壇所享有的卓越地位。
蔡英文博士畢業於台大法律系, 康乃爾大學法學碩士, 並在世界首屈一指的英國倫敦大學政經學院 (London School
of Economics and Political Science) 取得博士學位。 曾任總統府國策顧問,行政院大陸委員會主任委員,國家安全會議諮詢委員,行政院公平交易委員會委員,行政院大陸委員會諮詢委員,經濟部國際經濟組織首席法律顧問,政治大學、東吳大學法律系所及國貿所教授。
After months' busy consultations and contacts, the board of MCASTA
(Midwest Chinese American Science & Technology Association)
finally confirmed Dr. Ing-Wen Tsai's acceptance of the invitation
by the organization to speak at its annual conference. Dr. Tsai,
one of the three keynote speakers for the event, is to speak at
the banquet which will take place in the evening of October 15th
at Chesterfield Doubletree Hotel.
A current legislator affiliated with the Democratic Progressive
Party, Dr. Ing-Wen Tsai, however, made her most memorable political
marks as the Chairwoman of the Mainland Affairs Council during
President Chen Sui-Bian's first term. Rigorously scrupulous in
her thinking and poised in her manner, Dr. Tsai stands out in
the sometimes boisterous and sensational political scenes in Taiwan.
Her style and demeanor during a pre-election debate on the referendum
issue in 2004 has left a lasting impression on the voters. The
dramatic contrast between her and her opponent, Ms. Sisy Wen-Chien
Chen, another well-known female politician in Taiwan, during the
debate has dominated the news media for months. To the disappointments
of many voters, she has turned down the offers of several visible
positions for President Chen's second term.
Besides the cross-strait issues, Dr. Tsai has also heavily involved
with other important international negotiations regarding Taiwan's
role in organizations like GATT, APEC, and WTO, bringing to the
table her profound professional knowledge and impeccable negotiation
skills. She is well respected nationally and internationally,
gaining respects from people across the party lines - a rare phenomenon
in Taiwan's highly partisan political environment. She is one
of the most electable politicians within DPP, enjoying tremendous
popularity among the urban and upper-middle class voters. She
is speculated to run in the next Taipei mayoral race. Her name
is also being mentioned as the possible choice for the vice president
slot on DPP's 2008 ticket.
Dr. Tsai Ing-Wen graduated from National Taiwan University with
a LL.B Degree. After a LL.M. degree from Cornell University, she
got her Ph.D degree from The London School of Economics &
Political Science. Her past positions include: National Policy
Advisor to the President, Chairperson (Minister for cross-strait
affairs) Mainland Affairs Council, Senior Advisor National Security
Council, Commissioner Fair Trade Commission, Commissioner International
Trade Commission, Professor of Law at Graduate Institute of International
Trade of National Cheng-Chi University, Chief Legal Advisor on
International Economic Organizations Ministry of Economic Affairs,
Professor at Graduate Law School of Soochow University, Professor
at Graduate Law School of National Cheng-Chi University, Associate
Professor at Law Department Of National Cheng-Chi University.
