2012 Saint Louis County Property Value Appeals and Property Owner Advocates

        Although 2012 is a non-reassessment year, property owners who disagree with the Assessor's opinion of the value of their property, can still exercise their right to appeal that valuation opinion to the Saint Louis County Board of Equalization.

        Missouri state law requires the Assessor to determine the fair market value of property as of January 1 of the reassessment year, which is every odd numbered year, such 2011. Since property values are established for a two-year time period, appellants will need to establish the market value of their property as of January 1, 2011. Those who appealed in 2011 are not eligible to file in 2012.

        Paper appeal forms are available at the BOE office located on the 2nd floor of 41 S. Central Avenue in Clayton, and at all Saint Louis County Department of Revenue satellite offices.

        Appeal forms can also be downloaded online, and property owners who would like to file a paperless appeal can do so at:

        All appeals, regardless of filing method, must be filed or postmarked by the second Monday in July (July 9, 2012). This deadline is set via state law, and cannot be changed.

        To help residential property owners navigate the appeal process, Saint Louis County is once again offering the assistance of Property Owner Advocates during the 2012 appeal season, which begins on May 1, 2012, and ends in late August 2012.

        Property Owner Advocates are a group of independent real estate professionals who provide advice and guidance to residential property owners during the appeal process.

        Owners of residential property may contact the Advocates by calling the Advocate Hotline at 314/615-4611 or by sending an email to Advocate@stlouisco.com . Advocate services are free of charge and are provided as a courtesy of the Saint Louis County government.
