The unanimous approval by the University City council on March 11, 2013 was another box checked off on Joe Edwards' list of tasks leading up to the construction of the Loop Trolley project.
The council voted 6-0 to approve a conditional use permit. Edwards, owner of Blueberry Hill in the Loop, and Kevin Lasater, acting project manager of the private, nonprofit Loop Trolley Co., attended the council meeting to answer questions.
Edwards said the permit comes with a few stipulations, but nothing too major. He said the Loop Trolley project will eliminate nine parking spaces, which will have to be added elsewhere. The trolley will operate between 9 a.m. and 1:30 a.m, but could operate outside those hours if a written request is submitted to the city and approved, Edwards told the Business Journal.
Voters in University City and St. Louis approved the creation of the Loop Trolley Transportation Development District in 2007.
Annual operating costs of the trolley line are estimated to be about $1.3 million. The system will be supported with $600,000 from fares, $500,000 from the district and $200,000 from advertising and institutional subsidies.
The Loop Trolley Transportation Development District received the remainder of a $25 million grant from the Federal Transit Administration in September 2012. The grant was approved for the Loop Trolley in July 2010, but only $2.8 million in funding for design work was released then.
The Loop Trolley will be a 2.2-mile fixed-track trolley line from the Missouri History Museum in Forest Park to the University City Library. It is scheduled to open in mid-2014.
