The Belleville City Council approved a site study for a proposed $50-million-plus project near the National Shrine of Our Lady of the Snows which described the site as a "blighted area."
Designating the land as blighted would qualify the project for a Tax Increment Finance district, the Belleville News-Democrat reports. The study, conducted by St. Louis-based Economic Development Resources, said the site has unused mines below the surface and experiences chronic flooding.
The council also approved an ordinance that proposed a business district plan for the site and set a March 16 public hearing for the district, the newspaper reports.
Keller Enterprises of Effingham has proposed a plan for the site, which is across Illinois 15 from the Shrine, that includes a conference center, hotel and restaurants. |
