Parking along Olive Boulevard, always a problem for merchants, was the subject of the February 12 meeting of the Olive Business Association (OBA). Jeffrey
Plaza Lee's Restaurant provided a tasty Chinese meal for members of the group in
honor of the Chinese New Year. The 2002 Chinese New Year (Year of the Horse) day
is February 12. 
University City Police Sergeant David Berryman explained that parking
regulations along Olive Boulevard have been established by the State of
Missouri. Olive is State Highway 340 from Ferguson Avenue westward. He said
the state has established the distance of 15 feet from the roadway as its
right-of-way, and no parking is permitted. The police must enforce this
limit. Sergeant Berryman, a 1984 graduate of U. City High School, stated
that the penalty for parking in this no parking zone is a $15 fine, with no
exceptions. In many cases, this law prohibits parking in front of shops.
Merchants, unhappy with this restriction, are discussing ways to deal with
the parking situation for their customers. 
Managers were named for the three planned development zones along
Olive. The Zone Managers will coordinate the OBA's activities in their
areas.
Ralph Broeker, Royal Bank, announced that the logo contest for the OBA is presently in progress. No decision has yet been made. A name for the
western zone is still being studied. "China Town" and "Oriental Village,"
among others, have been suggested. 
Candidates for the Second Ward City Council position in University
City came to the meeting. The Second Ward extends from the north side of
Delmar on the north to the south side of Olive on the south, and includes
about half of the Olive Business District. Shelley Welsch and Paul
Schoomer, the present Council member, would both like to represent the area. Council
members Arthur Sharpe, Third Ward, and Larry Lieberman, First Ward, also
attended the meeting, along with Julie Szymula, Assistant City Manager.  
Everyone was urged to bring another merchant from Olive Boulevard to
the next meeting, at 6:00 P.M. March 12, at the Heman Park Community Center.
The meal for that evening will have an Irish theme. |
