County Executive Charlie Dooley was unanimously elected by his fellow Councilors on the St. Louis County Council to succeed the late St. Louis County Executive Buzz Westfall following Westfall's sad and sudden passing in the fall of 2003.

In 1994, Charlie became the first African-American ever elected to the St. Louis County Council, serving for the past ten years. He is the first African-American ever elected county-wide.

Charlie's long, distinguished public service career began when he enlisted in the U.S. Army and fought in Vietnam as an Army Specialist between 1966 and 1968. Service to this country is a Dooley family value - Charlie's father and younger brothers served with distinction in the Navy and Army, respectively.

Charlie was elected Mayor of Northwoods in 1983 after serving the community as Alderman for five years. Northwoods was broke when Charlie was elected, and through sound fiscal management, he put the community on solid footing, concluding his twelve-year tenure as Mayor with Northwoods firmly in the black with $1 million in reserves.

During his time as Mayor, Charlie was selected as president of both the St. Louis County Municipal League and the Missouri Chapter of Black Mayors. He was also a board member of the East-West Gateway Coordinating Council and an active member of the St, Louis County Economic Council.

Throughout his public service, Charlie also worked at Boeing (formerly McDonnell-Douglas), retiring recently after 30 years. He has been Democratic Committeeman for Normandy Township since 1985. He has also been a delegate to the Democratic National Convention and to the Missouri State Democratic Convention.

Born and raised in the St. Louis, Charlie has been married to Sandra Dooley, an employee of General Motors, for 25 years. In May, the Dooleys proudly watched their daughter Stephanie graduate from University of Missouri St. Louis with a degree in finance.

Youth Leadership Recipient

Mr. David Horng

David has two older sisters, Elim and Grace, a loving mother, and a dog named Buddy. He is a senior at Parkway Central. He loves doing activities normal teenagers like to do- hang out, go to movies, mall, and play sports. He likes to stay active, and he works as well as performs community service. On his spare time he enjoys listening to all kinds of music, and he likes playing the guitar and the cello.

David is an outstanding student who has received numerous awards namely Academic honor roll, National Honor Society, Mu Alpha Theta, Beta Chi Pi (Science Honor Society), Foreign Language Honor Roll (Latin), Scholar Athlete Award, New Orleans National Heritage Festival - first place, Outstanding Student Award in Recognition of Community Service, St Louis Chinese Languages School, and Encore Show Choir State Competition - First Place. Aside from academic achievements, he is relentless in community service and extracurricular activities: Future Business Leader of America, Member of Academy of Science of St. Louis, St. Louis Chinese Gospel Church Teen Worship Leader, Encore Show Choir, Mexico Short Term Mission, YOCA, American Chemical Society, Teen Police Academy, March of Dimes Fundraising for Defected Babies, Junior Achievement, St. Luke's Hospital Volunteer, Special Olympics.

David is a natural leader. He has held several leadership positions that prepare him for his quest to "Aim High" at the Air Force Academy, majoring in Electrical Engineering. David is currently the Vice President of Youth Organization of Chinese Americans and Treasurer of Future Business Leaders of America. David has recently received Congressional Nomination to attend the Air Force Academy from Senator Jim Talent.

David has a quote that he would like to pass on to all the guests tonight, "God made each and everyday for you, so live today like there is no tomorrow." David's mom is Mei Chen, who was the VP of Finance of OCA, St. Louis for one year, until she resigned in 2004 due to her father's illness.

Youth Leadership Recipient

Miss Jinyu (Jane) Zhang

Born in Chongqing, China, Jinyu (Jane) Zhang is now a junior at Parkway South High School. Over the years, Jane has attended Lexington Chinese School and the St. Louis Modern Chinese School. She has also been published in Chinese Children Living In the United States. Among various clubs and activities including Math Club and Superintendent's Leadership Advisory Council, Jane is president of her school's International Club and chapter treasurer of Future Business Leaders of America. Jane is also a member of the Varsity Tennis Team and enjoys volunteering at International Institute.

Jane has received numerous national awards, such as the second place in Business Math competition in 2004 National Futures Business Leaders of American held at Denver, CO., Bronze Prize Winner of 2003-2004 United States of American Mathematical Talent Search and Award of Distinction at 2003 American Mathematics Contests. In addition, she also won many awards at the Regional, State and District/City levels.

Jane has volunteered for many community services, such as St. Louis International Institute, March of Dimes, Adopt a Family and Family Haven Holiday Party.
She is the daughter of Juliang Fu and Qiang Zhang

Community Service Award

Dr. Joel Glassman

Dr. Joel Glassman is Associate Provost for Academic Affairs, Director of the Center for International Studies, and Associate Professor of Political Science, University of Missouri-St. Louis. He received his Ph.D. in 1974 from the University of Michigan, Ann Arbor, after completing his dissertation on educational policy in China. His current research interests include: education in China, U.S. foreign policy in East Asia, and U.S. economic relations with the Pacific Rim countries. As Director of the Center for International Studies, Glassman provides administrative leadership and exercises responsibility for planning and coordinating the comprehensive international education program of the University, in consultation with the Chancellor, Provost, and Academic Deans. Also, he directs the University's Office of International Student and Scholar Services which coordinates and provides services for international students and scholars including recruitment, admissions, immigration, orientation, and non-academic advising. In addition, he is responsible for supporting faculty research in international studies, coordinating and supporting internationalization of the curriculum across the campus, negotiating and administering exchange agreements and relations with foreign universities, directing study abroad programs, promoting faculty development abroad, and developing community education programs with international focus.

Community Service Award

Mr. Tony Gao

Mr. Gao was Born 1956 in Beijing, China, and came to the United States in 1988. Graduated from Shanghai Normal University with BA degree (1981). Obtained law degree in both East China University of Political Science & Law (1984), and St. Louis University School of Law (1991). He has been practicing law in St. Louis, Missouri for more than a decade.

He has been actively involving in the activities of local community. From 1996 to 2000, he was the vice president of communication/public relations and board member of OCA St. Louis Chapter; He has been a board member of St. Louis Chinese Association (SLCA) since 1997, and served as the President of SLCA in 2003. He was the recipient of Vision in American Award in 2002.
