【時報訊】聖路易社區大學森林公園校區司法刑事(Criminal Justice)教授Vernon Harlan博士日前宣佈出馬競選聖路易郡第71選區州議員一職,民主黨藉的Harlan博士服務教育界20年,專研法律刑事和犯罪防治,同時積極參與地方政治活動,希冀得到聖路易華人社區之支持,結合教育界力量,為密蘇里州議會注入新生力軍。9月2日中午,Vernon Harlan博士與社區大學劉國憲教授,聖路易大學高中戴慶齡博士,聖路易時報社長吳毓真在聖市華埠味香海鮮大酒樓舉行初次拜會會唔,瞭解華裔社區現況和需求,展開競選籌備工作。
Vernon Harlan博士畢業於密西根州立大學司法刑事系,獲有波士頓大學司法刑事碩士,Capella大學博士學位,在聖路易社區大學擔任司法刑事教授13年,曾兼任地區社區大學學術委員會主席並在哈佛大學及美國國家安全機構進修研究,著有兩本青少年犯罪及都市幫派犯罪著作及發表專業論文,是一位法學專才學者。
在聖市Richmond Height出生,Vernon Harlan博士是土生土長的聖路易人,服務教育界之際,他不忘獻身公共服務領域,參與各項政治活動,瞭解政治生態。聖路易郡州議員第71選區涵蓋範圍沿Natural Bridge路一線以北,包括密蘇里大學聖路易校區,緊鄰大學城和華埠72選區,現任71選區州議員Esther Haywood任期屆滿,Vernon Harlan博士乃決意出馬競選。
Vernon Harlan博士於今年6月正式宣佈競選71選區州議員並在選區內Glen Echo鄉村俱樂部舉行競選起跑活動,邀得聖路易郡郡長Charlie Dooley,社區大學教授,本地士紳等前來助陣,依Dooley郡長及劉國憲教授之建議,Vernon Harlan博士競選總部決定加強與華人區聯系,尋求華人社區之支持及密蘇里大學選民之支持。
9月2日在味香餐廳之會晤中,Vernon Harlan博士表示,維護社區治安,促進經濟發展,強化社區教育,關注老年福利,關心移民議題是他競選之主軸,在這個大方向下,再分別聆聽各社區族裔之心聲,以為匯集民意,為民喉舌。

Dr. Vernon Harlan officially began his campaign for State Representative for the 71st District on June 29, 2007 evening at Glen Echo Country Club.
Dr. Vernon T. Harlan has approximately 20 years combined experience in both on-the-ground law enforcement and the teaching of Criminal Justice. His time spent in the study of inner city crime trends, along with his work on citizens' crime commissions and advisory boards, make him well qualified to assist in the accreditation process for colleges and universities.
Dr. Harlan is in his thirteenth year as a Professor of Criminal Justice at St. Louis Community College, St. Louis, Missouri. During this tenure, he spent two years as first Vice Chairperson, then Chairperson of the District-Wide College Academic Council. He has completed Executive Education Programs at The Brookings Institute (U.S. National Security Policy) and at Harvard's John F. Kennedy School of Government (Leadership in Crisis). He received his Ph.D. in Human Services from Capella University, his M.A. in Criminal Justice Administration from Boston University, and his B.A. in Criminal Justice from Michigan State University. For the last seven years, he has been a member of the State of Missouri Citizens' Advisory Commission on Corrections.
Dr. Harlan has served as a Consultant and Evaluator for the Accrediting Council for Independent Colleges and Universities (ACICS), the North Central Association of Colleges and Schools, and the American Council on Education (ACE). In addition, he has served on ITT Technical Institute's National Curriculum Committee on Criminal Justice. In 1995, he was Program Chairperson at the Midwest Criminal Justice Association Conference, presenting on Criminal Justice Education. In 1996 and 1997, he held the Chairperson position at the Academy of Criminal Justice Science Conferences. His presentation topics were "Integrating Criminal Justice Education and Practice," and "Teaching Multiculturalism." Other presentations have included those at the Institute for Social Justice (2005); the Academy of Criminal Justice Sciences (1997 - "Multicultural Issues in Criminal Justice Education"); the U.S. Drug Enforcement Agency (1997 - "Addressing the Special Needs for African-American Students"); the National Organization of Black Law Enforcement Executives (1996 - "Community Policing"); and the Maplewood Rotary Club (1995 - "Leadership").
Added to Dr. Harlan's academic consulting and teaching experience is a wealth of practical professional service in diverse areas of the country. While currently based in St. Louis, Dr. Harlan was an Enforcement Specialist for the State of Louisiana, Deputy Sheriff in Orleans Parish, Investigator for the State of Michigan, and spent two years as a Private Detective. He has also performed Corporate Security for General Motors. While pursuing his Master's Degree, he served as Harbor Point Youth Center Director in Boston, Massachusetts.
Dr. Harlan's publications in the Criminal Justice field include articles for periodicals such as American Jail: "Correctional Institutions: African-American Inmate Perspective" (1997), and, "Iron Discipline: State of Missouri Early Intervention" (1996). Additionally, he has authored two respected books addressing teenagers and inner city crime: Youth Street Gangs - Breaking the Gangs Cycle in Urban America (1997) and Urban Decay: Adolescent Separatism, Rap Culture and Mainstream America (1998).
Dr. Harlan was a charter member of the National Association of Business Leaders in 1996 and was honored with a listing in Who's Who Among America's Teachers the same year. His professional affiliations include the Greater St. Louis Boy Scouts of America (At-Large Appointment), Omega Psi Phi Fraternity, Inc., the American Correctional Association, the American Jail Association, the Academy of Criminal Justice Sciences, the National Organization of Black Law Enforcement Executives, the American Society of Criminologist, the National Association of Social Workers, and the American Probation & Parole Association.
