自閉症譜系障礙（ Autism Spectrum Disorder) 是一種複雜的神經生物性障礙疾病，嚴重影響患者的交流、交往和認知能力。 最新研究表明，在美國每 68 個家庭中就有一家深受其害，而每 150 個人中就有一個自閉症患者。 自閉症已經成了增長最快的發展性障礙疾病。
當我們挨家挨戶拜訪本區民眾時，自閉症孩子的家長和親屬紛紛懇求我們為患病兒童爭取醫療保障。 父母的心都是一樣的，這些遭遇不幸的人們就像你我一樣，為了孩子能過上幸福健康的生活會在所不惜，傾其所有。 想到這一點，我總是心潮澎湃，感動不已。 有一次，一位母親原本要和她兩個孩子出門辦事，見我們上門拜訪，特意停下車，一定要讓我和她的孩子談談，而其中一個就有自閉症。 她希望我能理解他們的處境，通過我和 Jefferson 市政府建立聯繫，讓更多的人關注關心自閉症兒童。 她呼籲政府盡快重視兒童自閉症問題，給她兒子及千千萬萬和她兒子一樣患病的孩子以希望。目前，密蘇里的家庭不能享受自閉症方面的醫療保險，或保險公司拒絕為自閉症提供醫療保險服務。 我希望密蘇里能加入其他 8 個州（亞里桑那、伊里諾伊、路易斯安娜、南卡羅琳那、佛羅里達、印第安那、賓西法尼亞和德克薩斯），改革自閉症保險立法。
今年年初密蘇里州參議院通過了相關法案 (Senate Bill 167) ，但卻在州眾議院受阻。 該法案若獲通過，將為 18 歲以下自閉症孩子的診斷和治療提供醫療保障：-- 防止保險公司拒絕為自閉症兒童提供醫療保險；-- 為自閉症的全面治療提供保險，包括診斷、康復、藥物治療、精神治療、心理治療、各種理療及應用行為分析。

Join me in support of providing health care coverage for children with Autism.
Autism Spectrum Disorder is a complex neurobiological disorder affecting communication, social and cognitive skills. Recent studies show that 1 in 68 families are affected and 1 in 150 individuals in America are diagnosed with Autism Spectrum Disorder, making it the fastest growing developmental disability.
As I knocked on doors to meet people in the district, parents and family members of children affected by autism spectrum disorder pleaded with me to help get coverage for their children. What is always striking is that those suffering are people just like you and me who would go to almost any length to provide their children with happy and healthy lives. One mom getting ready to run an errand with her two children stopped her car to make sure that I met and talked to both of her children, one of whom is a child with autism. She wanted me to understand and make the connection that I could take with me to Jefferson City. She wanted to pass on the message of urgency and wanted to receive a message of hope for her son.
Currently in Missouri, families cannot receive or could be denied health insurance benefits for their children who are diagnosed with Autism Spectrum Disorder. I would like Missouri to join eight other states including Arizona, Illinois, Louisiana, South Carolina, Florida, Indiana, Pennsylvania and Texas that have adopted Autism insurance reform legislation.
Earlier this year the Missouri Senate passed Senate Bill 167 29-2, but the Missouri House of Representatives did not pass it.
The bill would give families health care coverage for their children who are younger than 18 years for diagnosis and Treatment of Autism Spectrum Disorders:
-Prevent health insurance companies from denying coverage to children who have Autism Spectrum Disorders; and
-Provide coverage for comprehensive treatment of Autism Spectrum Disorders, including Diagnosis, habilitative or rehabilitative care, Pharmacy care, Psychiatric care, Psychological care, Therapeutic care and Applied Behavior Analysis (ABA).
Join me with your support of passing legislation similar to the Senate Bill 167 in the next legislative session: January, 2010.
