The Asian Restaurant Task Force (ARTF) was invited by the Missouri Milk, Food, and Environmental Health Association (MMFEHA) and the St. Louis County Department of Health to do a presentation at the MMFEHA 2012 Annual Educational Conference on April 12 at the Stoney Creek Inn in Columbia, Missouri.
Presented by Joyce Theard (MPA, REHS, Environmental Administrator of Saint Louis County Department of Health Food and Environmental Health Laboratory Branch) and ARTF member Jimmy Chu (St. Louis Bubble Tea), the interesting story and development of ARTF with the St. Louis County Department of Health gave the more than 150 health department staff members in attendance a brand new view on Asian culture, languages and different ways of food preparation.
During the presentation, Chu, who has more than forty years of restaurant experience, showcased four special Chinese foods - Peking Duck, "thousand year-old" eggs, bean sprouts, and "bubble tea" - and how they were prepared. The purpose was to let inspectors know that even though there is a strange way to handle or prepare food, there is a way to meet the health department requirements and provide food safety to the public.
To enhance the mutual understanding of health code execution, ARTF developed a bilingual "Q & A" section named "Inspector Corner" posted in the St. Louis Chinese American News. Every month, the Department of Health provides ARTF with a question and answer press release. ARTF translates it to Chinese and publishes it as English and Chinese versions. It is a very effective way to educate and promote new regulations and codes to the Asian community. After the presentation, everyone received a copy of the St. Louis Chinese American newspaper. Many of the attendees said that was the first time they had seen a Chinese newspaper and were impressed by the influence of the bilingual "Inspector Corner" section.

was established in February 2011 by Francis Yueh, Chief Editor of St. Louis
Chinese American News. With the full support of St. Louis County Executive
Charlie Dooley, ARTF has worked closely with the St. Louis County Department of
Health to develop a series of programs including food safety education,
training, "Know Your Inspector" meetings, documentation translation, joint
inspection, and cultural exchange activities.
