Chesterfield OKs special tax district that would include outlet mall

CHESTERFIELD May 22, 2012 - The Chesterfield City Council voted 6-1 Monday to approve a special-taxing district for a parcel that includes the planned site of an outlet mall.
The special district, called the Chesterfield Blue Valley Community Improvement District, will tack an extra 1 percent tax on sales within the district to fund development costs of the property. The parcel includes the 55-acre site planned for the St. Louis Premium Outlets mall south of Highway 40 (Interstate 64) just east of the Daniel Boone Bridge.
The project's developers want to use the added sales tax to finance $30 million of their costs.
Councilman Barry Flachsbart voted against the measure. "I am voting in opposition not because of the CID, but because I oppose a 1 percent tax instead of a lower 5/8's percent tax," Flachsbart said.
Resident Harvey Ferdman said he had mixed feelings about the development. "When I see a tax bill I see it going to police, fire department and things we need. I have a major concern that if we have a 1 percent tax that we may be hurting other businesses in Chesterfield," said Ferdman
Chesterfield Mayor Bruce Geiger said before the vote he was "fully supportive of the CID." He repeated what he said at the May 7 public hearing on the taxing district, that it presents "no financial risk" for the city and would not use any city funds.
Geiger also said the development would create 500 construction jobs and 1,500 part-time jobs. When the outlets are fully operational they are projected to generate $15 million a year in taxes.
Former Chesterfield Mayor Nancy Greenwood submitted a letter against the taxing district. She argued that construction jobs created by the development will "only last as long as the land is being developed."
Greenwood also said in the letter: "Please put your energy in generating your fair share of the current sales tax, rather than adding an additional 1 percent for this development. To say, 魀f you don't like the tax, don't shop there' is absolute arrogance."
St. Louis Premium Outlets is one of two outlet malls in the development stage in Chesterfield. The developers of the other project, Taubman Prestige Outlets Chesterfield, are readying a site across from Chesterfield Commons on the north side of Highway 40.
