There was a row among the oarsmen about how to row.

The word 'row' is used twice with different meanings
and sounds.

1 - say rahlw.  It means disagreement or fight.

2 - say rou.  It means to paddle with an oar to move a
boat.

Another way to say this is:

The oarsmen did not agree about how to paddle the boat

or 

The oarsmen fought about the way to paddle.
