Lt. Gov. Maxwell Signs Bills to Impose Stricter Regulations on the Sale of Methamphetamines and Increase Veteran Recognition JEFFERSON CITY (June 24, 2003) - Lt. Gov. Joe Maxwell signed into law strict reforms to combat the unlawful distribution and use of methamphetamine drugs. Also signed was a bill that creates the Missouri Sheriff's Methamphetamine Relief Taskforce (MoSMART) to help control the use of methamphetamine drugs. "Missouri has emerged as a national leader in the use of deadly methamphetamine drugs," Maxwell said. "I'm hopeful that we can decrease Missouri's status by implementing these much-needed laws." Maxwell also signed four other bills to honor Missouri veterans with a number of new initiatives. The bills range from the creation of veteran memorial highways to mandating Missouri public schools' observance of Veterans Day. As elderly advocate for the State of Missouri, Maxwell also serves as chair of the Veteran's Benefits Awareness Task Force and works diligently to improve the welfare of Missouri's veteran population. "I'm honored today to sign bills that will bestow recognition upon our Missouri veterans who have sacrificed so much to serve our state and nation," Maxwell said. The bills being signed into law are as follows: HB 75 - Allows qualified applicants to receive two sets of "Silver Star" license plates for military achievement. HB 187 - Allows any military veteran with proper documentation to obtain a motorcycle license plate designated "U.S. VET." Currently, this plate is only available to a foreign war veteran. HB 261 - Designates the entire section of U.S. Highway 65 in Missouri, except where otherwise designated, as the "American Legion Memorial Highway." CCS SS SCS HS HB 470 - Prohibits the sale of more than two packages, or six grams, of any over-the-counter drug having a sole active ingredient of ephedrine, pseudoephedrine or phenylpropanolamine. Also prohibits the sale of three packages, or nine grams, of any combination drug containing ephedrine, pseudoephedrine or phenylpropanolamine. CCS HCS SB 39 - Creates the "Missouri Sheriff's Methamphetamine Relief Taskforce" (MoSMART). SB 0325 - Compels the board of each public school district to require each district school to devote one class period to an observance of the significance of Veterans Day.
