聖路易美華協會元月二十二日晚間六時，在聖市雙樹大旅館舉行2005年年度晚宴，邀請到聖路易郡新任郡長Charlie
Dooley擔任晚宴主講人，發表「聖路易新願景」演說。晚宴中並頒發社區服務獎予高桐律師，密大Joel
Glassman教授。青少年領導才能獎予張錦煜，洪宇明兩位同學。Charlie
Dooley郡長同時在晚宴中宣佈聘任戴慶齡博士擔任聖路易郡圖書館委員，並鼓勵亞裔社區人士積極申請聖路易郡財政局局長一職。
美華協會年度晚宴由前會長游開宇主持，一百六十餘位亞裔社區各界人士及美華協會會員與會。晚宴由正式西餐開始，並安排有表演節目，分別為華裔古箏高手嚴宵諭之古箏演奏及現代中文學校兩位小朋友馮何涓(Emily
Feng)及曾馳(Chi Zeng)之合唱。社區各界贊助支持年會晚宴，包括布希酒廠、西南銀行、密蘇里大學等單位。

晚宴主講人為去年11月當選之聖路易新任郡長Charlie Dooley，他以「聖路易郡新願景」(Vision
for St. Louis County)為題發表演說，Dooley郡長表示，聖路易市面積61平方公里，聖路易郡面積520平方公里，聖路易市人口34萬人，聖路易郡人口一百萬人，無論由何角度來看，聖路易郡都是密蘇里州和本地區的經濟引擎，聖路易郡提供有80萬個就業機會，即將推動之600公頃工地開發計劃比
Earth City工業區之計劃還要大，將創造一萬到一萬二千個就業機會，增加稅收三億二千五百萬元，這是個五到十年的基礎建設開發計劃，將聖路易郡帶入新經濟發展境界。
此外，捷運系統雖然目前祇開發到 Clayton 市，但將來要延伸到聖路易西郡和北郡，讓郡民的交通問題獲得改善，南郡發展則將有
gaming industry計劃，佔地80公頃，開發費三億元，預計稅收將有二千五百萬元，至於與聖路易市共同推動林白機場功能強化和生命科學工業之研發等都是聖路易郡未來建設的重點。
Charlie Dooley郡長強調，聖路易郡的新願景是包容性的，積極邀請大家的參與，共同創建明日的美好社區，他說，在80%的白人社區裡能選出非洲裔的郡長，這是社區給他一個機會去領導建設新聖路易郡，Dooley重申，聖路易郡明天一定會比今天好。

郡長全家參加美華協會年度晚宴
就任後就兌現競選諾言，將聖路易郡財政局局長和圖書館委員二職位保留予亞裔人士的Dooley郡長在美華協會晚宴中正式宣佈，將聘任戴慶齡博士擔任圖書館委員一職，並鼓勵亞裔社區有會計、法律、經濟背景之人士申請財政局局長一職。

美華協會現任會長唐振飛在晚宴中做了2004年會務活動報告及2005年會務工作計劃展望。他表示在美華協會各會務幹部團隊合作努力下，將繼續推動美華協會為美華民權而努力之宗旨，積極融入政治參與社區活動，美華協會2005年會務幹部為執行副會長馮鴻璣，財務Grace
Lee，教育丁帥，會員吸收Lenny Wang，行政Li Lin，公關Eliang
Lam，文化陳海滿。

St. Louis County Executive
County Executive Charlie Dooley was unanimously
elected by his fellow Councilors on the
St. Louis County Council to succeed the
late St. Louis County Executive Buzz Westfall
following Westfall's sad and sudden passing
in the fall of 2003.
In 1994, Charlie became the first African-American
ever elected to the St. Louis County Council,
serving for the past ten years. He is the
first African-American ever elected county-wide.
Charlie's long, distinguished public service
career began when he enlisted in the U.S.
Army and fought in Vietnam as an Army Specialist
between 1966 and 1968. Service to this country
is a Dooley family value - Charlie's father
and younger brothers served with distinction
in the Navy and Army, respectively.
Charlie was elected Mayor of Northwoods
in 1983 after serving the community as Alderman
for five years. Northwoods was broke when
Charlie was elected, and through sound fiscal
management, he put the community on solid
footing, concluding his twelve-year tenure
as Mayor with Northwoods firmly in the black
with $1 million in reserves.
During his time as Mayor, Charlie was selected
as president of both the St. Louis County
Municipal League and the Missouri Chapter
of Black Mayors. He was also a board member
of the East-West Gateway Coordinating Council
and an active member of the St, Louis County
Economic Council.
Throughout his public service, Charlie
also worked at Boeing (formerly McDonnell-Douglas),
retiring recently after 30 years. He has
been Democratic Committeeman for Normandy
Township since 1985. He has also been a
delegate to the Democratic National Convention
and to the Missouri State Democratic Convention.
Born and raised in the St. Louis, Charlie
has been married to Sandra Dooley, an employee
of General Motors, for 25 years. In May,
the Dooleys proudly watched their daughter
Stephanie graduate from University of Missouri
St. Louis with a degree in finance.
A Thrilling Year

This year marks another major milestone
for OCA as we enter into our 30th year as
a civil rights advocacy and education organization.
In 30 short years, OCA has grown into a
nationally recognized organization with
a network of nearly 90 chapters and affiliates.
St. Louis is one of the three founding chapters
of OCA. Chinese Americans in St. Louis are
the largest Asian group, representing over
30,000 residents that have been leading
area Asian groups in community service,
civil rights protection, education, and
coalition building among other ethnic groups.
2004 is an exciting year for us. OCA's
participation of the centennial celebration
of 1904 World's Fair - the grand opening
at the Grand Basin of Forest Park and the
magnificent Chinese acrobat show at Blanche
M. Touhill Performing Arts Center at UMSL,
the second annual joint picnic with F.C.C.
(Families with Children from China - St.
Louis), and the first ever candidate forum
for County Executive race hosted by Asian
Americans are the highlights this year.
OCA also has been actively supporting the
diversity program and Chinese culture events
in local corporations, high schools, colleges
and universities.
Our current board is a high caliber team
composed of talented professionals, scholars
